Rupert Hoskin
Biography
Rupert Hoskin was born on 7 January 1970 in Bath, UK. After completing secondary education at Canberra grammar School, he entered the Australian Defence Force Academy in 1988. He graduated from the Royal Military College in 1991 to the Royal Australian Engineers. Lieutenant Colonel Hoskin’s regimental postings have included troop and squadron command in the 3rd Combat Engineer Regiment and Construction Officer in 21 Construction Squadron. His other postings have included the Australian Defence Force Academy, Headquarters 3rd Brigade, and Army Headquarters. He has also served in Infrastructure Division as the Project Director for a $623.68M project to construct new Army battalion group facilities in Adelaide, as part of the Hardened and Networked Army initiative.
In 1995 Lieutenant Colonel Hoskin was seconded to work for John Holland Construction Pty Ltd as a project engineer on the North West Shelf. In 1998 Lieutenant Colonel Hoskin took leave without pay to work as a water engineering consultant for UNHCR in Niger, and as a site engineer for Aoki-Soletanche on the Jubilee Line Extension Project in London. Lieutenant Colonel Hoskin served as an Engineer Operations Officer with the NATO Peace Stabilisation Force in Bosnia-Hercegovina in 2000. In 2002 Lieutenant Colonel Hoskin served as Officer Commanding the 3 RAR Engineer group on operations with the United Nations Transitional Administration in East Timor.
Lieutenant Colonel Hoskin is a Distinguished graduate of the Australian Defence Force Academy, where he completed a Bachelor of Maritime Engineering with Honours in 1991. He completed a Diplôme approfondi de langue française (Higher Diploma of French) from the French Ministry of State Education in 1999, and is recognised by the ADF School of Languages as a French linguist. He is also a graduate of the Canadian Forces’ Command and Staff College, where he gained a Masters of Defence Studies in 2004. In 2005 he completed a Masters of Business Administration with LaTrobe University. Lieutenant Colonel Hoskin is a Chartered Civil Engineer in the Institution of Engineers Australia, and a Master Project Director in the Australian Institute of Project Management.
Lieutenant Colonel Hoskin was awarded a Chief of Army’s Commendation in 1999 for his work as a Divisional Officer at the Australian Defence Force Academy. In 2001 he was awarded a Commendation from Major general Robert Meille (French Army) (Commander of Multi-National Division (South East)) for his service in Bosnia-Hercegovina.
Lieutenant Colonel Hoskin is currently Commanding Officer of the 3rd Combat Engineer Regiment.
